In a bowl, mix sugar, flour, cinnamon and nutmeg. Add apples and toss to coat. Place in a greased 9 x 13 baking pan. In a separate bowl mix topping ingredients - sugars, margarine, oatmeal, flour, cinnamon and nutmeg. Mix until it's a crumbling pie crust mixture. Cover the apples with topping and pat down.Bake in a 375-degree oven until top is light brown and apples are bubbly, about one hour.
